WISKI in Serbia
KISTERS AG was contracted by the Norwegian Water Resources and Energy Directorate(NVE) to build and establish a new hydrological information system at the Hydrology Department of the Hydrometeorological Service of Serbia (RHMSS) based on KISTERS Time Series Management (KiTSM).
The new solution was purchased for integrated meteorological and hydrological data management including imports and exports, data processing and validation, statistical evaluation as duration curves, frequency analyses, long term values, presentation and reporting. The core KiTSM runs on a Linux operating system, the WISKI database is based on Oracle. Task automation is executed by a separate module - WISKI Service Provider (WSP).
All relevant hydrological historical data (water level, discharge, sediment transport, ice phenomenon, etc.) have been migrated into the new database. For the import of real-time meteorological data needed for running the hydrological forecasting system at the RHMSS specific importers were built. As part of the implementation, several WISKI training courses for hydrological experts at the RHMSS were carried out.
An important part of the project was the integration of the HBV model and WISKI. The HBV is a rainfall-runoff type model developed at the Swedish Meteorological and at the Hydrological Institute, which includes conceptual numerical descriptions of hydrological processes at the catchment scale and which is widely used in the world. In cooperation with the Division for Hydrological Forecasting at the RHMSS and the Norwegian Water Resources & Energy Directorate (NVE), KISTERS AG has implemented a first phase of a WISKI-HBV model integration. WISKI provides real-time hydrological and meteorological data such as water level, air temperature, precipitation, and snow depth as well as weather forecast data for meteorological and river basin representative stations. Using automated services and batch routines the WISKI system sends HBV input data to the model. Finally, WISKI grabs the HBV output results data, such as evaporation, inflow and outflow, soil moisture, snowmelt, etc. and imports them all back into the database. All WISKI system services are automated in order to keep a predefined time schedule for running the HBV model and for receiving the model results right on time.
